1994 Buick Skylark Drain Fuel tank

Can someone please tell me how to drain a full tank of gas out so I can change the tanks. I have removed a hose that goes from the fill pipe to the tank itself and can't get it to drain

Fuel Tank Draining Procedure

WARNING: Never drain or store fuel in an open container due to the possibility of fire or explosion.

PROCEDURE:
1.Remove the negative cable from the battery and have a Class B fire extinguisher near the work area.
2.Use a hand operated pump when possible, to drain as much fuel through the filler tube as possible.
3.If a hand-operated pump device cannot be used, or to complete the draining process, use a siphon at the main (not return) fuel pipe at the fuel pump or the fuel tank gauge sender unit.
4.Reinstall any removed hoses, pipes and cap.
