1992 Buick Roadmaster windshield wipers

Windshield wipers only move up and down a couple of inches, but when I move tilt steering they work

Hi:
You either have a broken wire in the steering column, or the switch is bad. You will need to remove the steering wheel. If it has an airbag, I recommend you have it done by someone with experience.
