1992 Buick Roadmaster windshield wipers

When wipers are turned on they move up and down a couple of inches, as soon as I move tilt steering they work. HELP PLS

Hi:
It sounds like you have a problem with a damaged wire in the steering column or a bad switch. If the car has an air bag, I recommend you have it checked by a trained tech. It's very easy to deploy the air bag.
