Fuel Pump relay location on an '89 Buick Riviera 3.8L

My '89 Riviera drives and runs great, except recently it will not start on the first try when the engine is cold. After 3 short 2 second cranks with about a 5 second pause between cranks, It will catch on the 4th crank.
I can not hear the fuel pump running until the end of the 3rd crank
Information from another web site said that it is the fuel pump relay causing the delay start problem.

Can anyone tell me where the fuel pump relay is on a 1989 Buick Riviera?

I have checked the relay cluster under the hood and under the fuse block.

I bought a new fuel pump relay and it has a tab for mounting to the side of something. None of the other relays have this tab.

Don't worry about the relay. Power the fuel pump direct from the battey did it come On? Report back your findings.
