Turn signals not flashing.

My turn signal has stopped working, but at times attempts to work, but "struggles" if you will. My emergency lights work perfectly and all my bulbs are good. I located and replaced the flasher I found under my steering column, but it didn't change anything. I was told that there are separate flashers for the turn signal and emergency flashers. I've located one, but can not find the other. I'm not sure if I replaced the correct flasher. Any advice or recommendations?

The turn signal flasher is located behind the left hand side of the instrument panel, attached to the left hand sound insulator.
