1997 Buick Regal Keyless entry will not work

Just bought this cream puff but the elderly gentleman said the remotes all of a sudden quit working. He replaced the batteries and even ordered new remotes from GM but to know avail to get them to work. I know the transmitters work due to I have a wireless doorbell and when activate the remotes it sets off the doorbell.
Any suggestions?

Without Scan tool
1. Sit in driver's seat. Close all doors. Remove ignition key from ignition switch. Depress and hold door lock switch to UNLOCK. 2. Insert and remove ignition key twice (without turning lock cylinder). Insert ignition key a third time, leaving key in ignition in OFF position. Release door lock switch. Three fast chimes will be heard when remote control door lock receiver is in programming/diagnostic mode. 3. Depress and hold transmitter LOCK and UNLOCK buttons simultaneously for 12 seconds. Two fast chimes will be heard to confirm programming. Repeat with each transmitter to be programmed. Remove key from ignition. Verify system operation.

NOTE: GM Tech 2 scan tool or equivalent scan tool may be used to program Remote Keyless Entry (RKE) transmitter. Follow screen prompts and instructions.
