If you're sure the refrigerant charge isn't low. It could be a faulty temp door actuator.
One on the drivers side of the heater case and one on the passenger side. Up under the dash, you need to look with a flashlight, they are electric motors, move the temp selectors and watch the motors move, the one that doesn't move is probably faulty.
