1996 Buick Regal Hood

1996 Buick Regal

I cannot get my hood to open. I have tried using the release and it makes a noise but nothing happens. I have had a friend try and help me. I had my friend try to open the hood while I pull the release and still nothing. I need to know what I can do to resolve this issue.

Does the release Handle have slack in it before you can feel the handle pulling on the cable?If so then the cable is stretched and you can try to lock some vise grip's on the cable and using that to pull the cable.
