1994 Buick Regal

I am having problems with my brake lights. All the fuses are good, the bulbs are all brand new, the brake switch has been replaced and the wire connectors have been stripped and rewired. When the parking lights are on the rear lights come on and the turn signals also come on. The wires are hot because when the test light is touched to the hot wire the light comes on. Is there another place that I can look to correct this issue or try something different to get these dang lights to come on?
