Fuel pump cuts on and off

I have a 1995 park avenue automatic 3.8. Milelage is 95000, when turn the ignition switch on the fuel pump will run then cut off then run again a number of times before stopping. The engine will start and idle for short time and then shut off. The fuel pump will then start the on and off routine again. When it does it sounds like fuel is filling the injector lines up again. I have changed the fuel filter but it has not helped. Could the fuel regulator or the fuel pump relay be the problem? I can hear the relay cut in and out as the fuel pump cuts on and off.

Hmmm. Thats a good one. Probably wouldnt hurt to try a relay, they are cheap and can be effected by the amount of amperage being drawn through them, which would point to the pump. Need access to the bottom of the relay plug, using a test light, find the powers (should be 2), stick th etest light in each and watch it with key on to see if it loses either one. Get back to me
