My car is not holding a charge. I have changed the alternator I have a new battery. The volt meter reads below 13 can you pleas help me figure out what is wrong

I had that same problem, under the dash passenger side there is a relay center under that u will see about 8 fuses, check them all I think it is the 1st or 2nd fuse bottom row I replace and my started getting charge again. Good luck lemme know if that fixes it:)
