1977 Buick Electra blows cold air all the time

Its a olds 403, and the heat doesnt work. It blows cold air all the time. Even when the controls are turned off. And it only blows hard out of the defrosters. Both lines to the heater core are hot and I just changed the thermostat and had the radiator flushed. Any suggestions?

Check if it has a heater control valve if so make sure its functioning if it continues your probable causes here could be an air mix/blend/mode door problems, vacuum and actuator to include the HVAC control module. Normally this type of problem is coming from behind the dash
