95 Buick Century - gas fumes at low RPM (failed emissions)

I have a 1995 Buick Century with over 230k miles on it, and it failed emissions. The tech said it was giving off too much raw gasoline fumes at lower RPMs.

My first thought was to replace the Catalytic Converter, because the old one was replaced with a straight pipe.

Before replacing it, I wanted to see what else might cause this, to potentially avoid the parts and effort.

None of the spark plugs are fouled but I don't know how to test them other than that.

I would hate to replace the cat just to fail emissions again.

Without a cat convereter it will never pass an emisisons test. The requirements take into account the cats ability to burn off excess emissions

I will replace the Cat first and use the existing spark plugs.

If I fail emissions again I will upgrade the spark plugs, and will post my results here.

Thanks for the info, I didn't know if a cat would burn off the excess fuel as well, since fuel fumes is the only thing I'm failing on.
