2000 Buick Century Custom (184K miles)
Door is unlocked and can be opened from the inside, but the outside handle doesnt open the door. Not sure how to proceed.

It's possible that the outside door handle has broken, or more likely that the linkage has come loose from the door handle. There is a plastic retainer that may have failed at the handle.
Have you ever been into a door before?
It's a matter of removing the interior trim panel.

Recommend getting a haynes or chilton's manual for your 2000 buick century.
It will explain how to get to the door latch.
It's around $15.00 and worth every penny if you're going to be doing work on the car yourself.

The plastic retainer was the issue. It was no trouble to remove a screw and a couple of bolts from the inside of the door. The door panel eased off and the plastic sheet was easily removed and replaced. I was amazed how easy it was. Took all of 15 minutes.
