I'd probably start at the circuit breaker for the power windows, in the fuse box. Pull the breaker, turn on the key, see if there is voltage, where the breaker plugs-in? If you have good voltage, swap out the breaker, with another, there is probably another breaker with the same rating, in the fuse box. You do this just for testing purposes.

Next, go to the master switch, remove it, so you can get at the wiring on the back. With the key on, check for voltage on the brown wire? The black wire is ground, check that also.
