front side power windows don't work only rear side windows roll up and down.

I am having the exact same issue with my 1993 buick century in that the front power windows will not move up & down. Only the rear windows work. This problem has been intermittant with the front windows. What is the problem & how can I correct this? Its not the fuse as I replaced it & the front windows still didn't work corrrectly.
