Every morning when I start my car, and drive to the exit of my parking lot I tap the brakes and the back end drops, and skids. If i'm going fast and come to a stop at a red light it doesn't do it, but it's usually when I first start it and make the first stop it skids really bad. I just had the brakes changed a year ago as well.

The rear brake shoes are grabbing. Mine will occasionally do that after a heavy rain.

You should check it out further, though, because if this is persistent, it's possible the wheel cylinder is leaking brake fluid onto the linings, which, like moisture, makes them grabby. THis is not good for the linings and could cause the entire brake system to fail.
