When I step on the brakes just before coming to a complete stop the brake pedal suddenly rises and makes a groaning noise

It may be the abs activating, have it scanned for codes.

You probably won't find any codes in this situation. If there were the system would have shut down and this never would have happened. One of the ABS speed sensor is not accurate at low speeds and computer is interpreting that as a brake lockup and activating the ABS to release that wheel. You will probably need a scan tool with frame by frame to be able to capture the glitch in one of the sensors.
