Also, it has been raining and water is leaking thru the panel where the sunroof and reading light controls are located. Water is dripping between the control switches. How do I fix it?

When I turn off the engine, there is a buzzing noise coming out from the center dash area. Want to say the a/c controll area. Also, when I get into the car, there is the same buzzing noise. It eventually stops, but how can I get rid of it?
