2004 BMW X3 Rear window does't go down

Motor makes sound but window does not go down.
How do I remove door panel to check regulator?

There are several Torx screws holding the panel on. Look under the arm rest and behind the plastic plug that has "SRS" embedded in it. After the screws are out then starting at the bottom with a plastic wedge tool, pop the panel loose. Pull on it and you will unclip the plastic anchors, it requires some force. Then pull up and away with the panel.
