2002 BMW 540i grabbing

I have had my car in the shop multiple times and had the brakes looked at each time. Everytime they say I have 70% left on the pads and the rotars are fine. Occasionaly when I am doing a slow stop, like at a stop light I see in the distance as I slow under 5mph my brakes will shudder and eventually grab at about 1-2mph.

Having an awesome car like that! I am wondering who did the last brake job with 70% of brake pads still left? Did they do the brake job properly? Did they put the right pad on? Did they turn the rotors? And things like that. I believe the pads have been overheated, and they are glazed, you will need to remove the brake pads, sand them down Just a little bit to remove the glaze, and ruffian up the rotors with like some 80 grit sandpaper, and then tell us if you have the same problem.
