My mechanic states that my upper and lower control arms need replaced, due to bushings being wore out. My question is can't the bushings just be replaced at a much cheaper cost than replacing the whole arm? If so, how difficult is it to do.

If it is just the bushings, yes they can be pressed in for less$$. If it is the ball joints at the opposite ends of the arms, then the arms need replacement. The issue here is profit margin and not what your car needs, it is easier to replace the entire arm than just the bushings. Maybe they dont have a press.
