When I turn the car on the streering wheel is lock and I shake it side to side and it doenst unlock I put it in drive and it doesnt unlock what should I do?

The steering wheel lock assembly will need to be replaced. Here is an exploded view, it takes special tools and skills, better get your mechanic to help.
