My blower is not running when I turn the switch on at all. The fuse to the motor blows out when I turn on the blower in the car, I have replaced it twice. Is this most likely the blower motor?

If it is the blower motor, be warned, it is not an easy job. And be sure they sell you the replacement motor with squirrel cages that come off the ends of the shaft, you have to be able to fit the squirrel cages together inside the heater box, there isn't another way unless the entire heater box comes out.
