1999 BMW 318 Doesn't start

I have a BMW 318i SE (E46) that will not start. All of the main electrics (headlights, wipers etc) seem to work when you turn the ignition key but when you turn the key again it wont even turn over to start. We, ve even tried to bump start and tow start it but it wont go. Do you have any idea what the problem can be?

This could be an EWS alignment issue and you might have to find someone with the proper equipment to realign the EWS. EWS is the drive away protection that recognizes the key when inserted into the ignition switch.
