Blinker is fast on left side?

The light turns on when I turn the fog (daytime lights on) but not when I use the signal, The Hazards, or lock the car. Is this a bulb issue? I've seen on a ton of posts about this issue that fast blinker, lights out. But the light turns on when I use the dial to.

Hi,

Chances are you have a bulb that has failed. When you turn the signal on and it flashes fast, step outside the vehicle and see if either the front or rear isn't flashing.

I believe these use a dual element bulb. That would explain why they work for parking lights and not a signal bulb. See if the brake lights work on both sides as well. The same bulb for the brakes works as the flasher.
