Blend valve for passenger vents

With the air conditioner on the air coming out of the passenger side vents is very hot and cannot be controlled. The drive side blows cold air. The blend valve shown in all of the videos is for the drivers side and does not affect the air flow on the passenger side. I can move this dampener by hand and change the temperature on the driver side, but not the passenger side. This actuator turns with the drive side temperature control. Where is the passenger side blend door?
