2005 Audi A8 P0430

This car has only 64k, and im getting this code copming up: P0430 - 002 - Lower Limit Exceeded - MIL ON. The check engine light is on, and I just replaced the o2 sensors, yet it didnt make any difference. What could be the problem?

Hi
Code is for three way CAT low effeciency. This should be covered under warranty is a polution control device and are covered up to 100K miles or 10 yrs.
