my car has dual control but warm air is only coming out on passenger side even with the temp set on high on both sides

This is an issue with either the control unit in the dash or the blend/diverter door inside the HAVAC unit.

You could take out the control unit from the dash and probe the circuit board with a multi-meter, but I'm not sure of the specs/values so you'll have to hunt that down.

The entire HVAC unit will have to be removed to get at the blend/diverter door. Unfortunately this is an involved process and not all shops are going to be qualified to do this.
