Note the radio security code and disconnect the negative battery cable.
If installed, remove the lower engine shield. If necessary, carefully raise and support the vehicle to remove.
On A4 and 1998-00 Passat models, place the (hood) lock carrier in the service position. On 1.8L engines
Relieve the tension on the ribbed fan belt and install a suitable dowel to keep the tensioner retracted. Remove the pulley from the water pump.
Remove the ribbed belt and counter hold the power steering pump pulley using Tool No. VAG 1590 or its equivalent placed over the triangulated drive flange and remove the pulley.
On all other models, remove the power steering drive belt. Clamp off the pump to reservoir suction line with a suitable clamping tool.
Place a suitable drain pan under the pump, and remove the suction hose.
Remove the pressure hose, typically requiring a 22mm (7/8 inch) wrench, and remove the hose.
Remove the pump mounting bolts and remove the pump.
To install:

Fill the pump with the recommended hydraulic fluid through the suction port, turning the pump by hand until fluid flows out of the pressure side port.
The balance of the installation is in reverse order of removal. Note the following:
Tighten the following as indicated:
Power steering pump-to-mounting bracket: 15 ft. Lbs. (20 Nm)
Water pump pulley-to-pump: 18 ft. Lbs. (25 Nm)
Power steering pump pulley-to-pump: 18 ft. Lbs. (25 Nm)
Banjo bolt-to-power steering pump: 37 ft. Lbs. (50 Nm)
Use new seals where applicable.
Top off the hydraulic fluid, with the recommended type of fluid. Check the system for leakage and repair as necessary.
Properly bleed the steering system.

Check the hydraulic fluid level and top off as necessary using the recommended fluid type.
Block the rear wheels, apply the parking brake, then raise and support the vehicle until the front wheels can spin freely.
With the engine NOT running, turn the steering wheel lock to lock ten times.
Recheck the hydraulic fluid and top off as necessary.
Lower the vehicle, and then start the engine.
Start the engine.
With the engine running, turn the steering wheel lock to lock ten times.
Recheck the hydraulic fluid and top off as necessary.
Any residual air will leave the system within 6-12 miles (10 -20 km) of driving.
