1992 Audi 100 Location TDC

I am trying to locate TDC, in order to install the timing belt, using the special Audi tool, inserted into the crankcase. (#3242?) I don't think I'm doing something right. Which cylinder is supposed to be at TDC?

The crankshaft should lock in place when this pin is inserted properly, right? What I'm getting is that the crankshaft is stopped from rotating one way but can be turned back the other way till it encounters the pin from the other direction. I don't think this is going to work.

Any tips would be greatly appreciated.

Rotate engine to cyl #3 is at TDC and the notch on crank pully is in line with mark on front cover. Then install tool 3242 into where CKP sensor goes. Then install cemshaft holder tool 3243.
