Front brakes locking when I press the brakes and do not release. I changed the master cylinder and the hydro-boost and the problem still exists. Please some body what I can do?

Good morning.
Check the front brake hoses that attach to the calipers. It is common for them to become restricted and not allow the brake pads to release.

In the same van if the proportion valve is not good can that be what causes the front brakes to lock?

Yes it can, but it controls two wheels so the other wheel which in your case would be the opposite rear.
