Car was stolen i put a new ignition in and now it will not fully turn over. the inside lights come on but it will not even crank.

Which part of the ignition did you replace? The key cylinder itself or the actual ignition switch? Or both? How was it stolen? It may be that there is internal damage to the column like the steering lock assembly if it was forced. That would prevent the switch from moving properly. Your best and fastest bet may be a replacement column.
