ABOUT COOLING FAN

PEUGEOT, 106 XN, 1997, 86000 miles.
The high coolant temparature warning lamp is indicating in the instrument panel. I feel that the fan is not working. When I just pull the fan with my hand it started to working even if the ignition is off.
What is the reason for it? And I would like to know that actually what are the other reason for the high coolant temperature?

Some car fans run independent. They will run until the vehicle cools down. The fan should go on when you turn the a/c on. Does the car actually overheat or does the temp guage go up. You say that the fan goes on when you turn it. The fan motor should be checked to see if it is going bad.
