cruise and horn went out same time, checked all fuses and relays still not working b-4 i change the circuit board in steering wheel any suggestions

CLOCKSPRING....i know that sounds like a joke, the part is under the airbage on the steering wheel and there was a recall on them a few months ago. call your local dealership and ask if your car is covered.
DO NOT....try to replace it yourself, you can get very hurt if the airbag pops out, screw driver in the face, broken hand, broken nose or worse. take it to the dealer and get it done there....be safe..vandragon
