95 Grand Am w/ 2.3 quad 4 does not have check engine light

I recently purchased the car as a fixer upper. I have installed a new fuel pump and the engine is turning over but no fire. I noticed that I the check engine light does not come on even when I just turn the key to the on position. Is the ECM out? How can I check this?

If you have no dash light or no radio but it turns over it is more than likly a ignition switch I had the same problem with my 95 grand am. Possible try wiggling you keys when you turn it to key on engine off.

Something else I found, new pump but no fuel and pump is not pressuring. The pig tail that comes from the pump has four wires in the loom but only three are in the plug that connects to the junction on the body. The fourth one (black/white) is not connected to anything. It is just dangling there. I believe this is a ground but I can't find anywhere to plug it into.
