2000 Civic EX A/C fan problem

2000 Civic EX w/ approx. 93K miles.
The blower fan for the A/C has begun "struggling" to spin up. When I started the car yesterday, the fan did not start (knob was already on MAX ). When I turned the fan knob off and then back on, I could hear a faint click underneath the passenger side dash which is where I believe the fan is located. After 15-20 minutes I was able to get the fan working again by tapping on what I think is its enlcosure in that area underneath the passenger side dash. When I started the car this morning, fan can on as it should. Someone suggested that the fan's relay switch may be bad instead of the fan itself. How can I test this and is the replacement of the relay and/or fan a repair that can be done without taking the car to a shop?

That is the fan inside the vehicle that blows the cold air and not the cooling fan for the A/C on the radiator, right? When you have used the heater you did not have issues?

Correct, it is the inside fan for delivering A/C air inside the car. It has been so long since I have used the heater, I really don't recall any issues with it (Tampa temps rarely make it necessary to use heat!). I can try it this evening, though, to see if the same thing happens. How difficult is it to change the relay and fan? Are those parts expensive?

Honda lists it for a about an hour of work but I think it is much more than that. They list the heater core but not the fan unless they are a complete system and that lists at about $270.
