1998 Astro Van - Can automatic headlights be shut off?

1998 ALL OTHER MAKES ALL OTHER MODELS
They come on automatically and i'd prefer they come on, only when I turn them on.
I just got this. It is the larges size Astro Van made. What kind of problems are likely to show up? What kind of gas milage should I expect?

PLEASE DON'T TAKE THIS AS GOSPEL BUT I HAVE HEARD THAT IF YOU PUSH YOU'RE PARKING BRAKE IN 1 CLICK IT WILL DISABLE AUTO HEADLIGHTS AND SHOULD NOT AFFECT BRAKE SYSTEM

Pushing the e-brake in one click will keep the running lights off. But you must do this before the engine is on. Once you release the e-brake, the running lights will be on until you turn the engine off.
