1994 Ranger 4.0 L Serpentine Belt Installation

I ahve a 1994 Ranger 4.0 L and want to change my own Serpentine Belt, but I can't understand how to take the tension off the belt tensioner. On the outside of the tensioner there is a 13mm bolt. It just loosens and nothinbg happens. It there a special tool that fits over the tensioner so you can pry the tension off? Any ideas?

There should be a square hole in the bracket the idle pulley mounts to take a half in ratchet no socket and lift up or back to release tension.

Thanks a bunch. Ya know, I read the Chilton Manual and I looked about 5 times but never saw the 3/8" drive hole. I am such an idiot. Changing a belt is pretty slick that way. Thanks again :D
