Do you have a multi-meter to do some testing? Also with the blower on high have you tried smacking the blower motor with your hand to see if the blower motor starts running?

How about seeing if there is battery voltage across the blower motor connector with the blower motor on high.

At almost seven volts I would think the fan would run at some kind of speed it should be battery voltage on high.
