Air flow and fan speed issues

Okay, so I have been trying to get my heater to work. And this is what I've done: Checked flaps (still good) replaced relay and motor. Checked and messed with actuator that controls flow to right side. So my flow on the right side is weak but now I turn it on today after I replaced everything and lost control of my fans low speeds. Brand new working resistor, brand new motor all have been tested and I'm now confused on what to do next. I'm just trying to get this set up for my wife before our baby is born at the end of the month.

Update: pulled fan again, is turning on at low speeds but not enough to produce air flow tell it's at 1/2-2/3 power. Checked and cleaned my vents flaps the heater and A/C cores. I just need hot air live up north.
