Air conditioning

My air conditioning works but it only works when I am in motion. When I am sitting still it blows hot and it does not circulate through the whole car. What can I do about that since my car does not have a cabin filter it only has a mesh? I have gotten it checked out and the compressor is fine the fan works fine, but it does blow cool on the driver side, but not on the passenger side. It does not blow cool in the back unless in motion.

There are two cooling fans one should work with air conditioner on if not check fuse 7 under hood. Then pull hvac fuse inside car to see if actuator will reset if not then get it scanned for codes a mechanic will have to do it with a professional grade scanner.
