Will the air conditioner compressor still kick in if there is no Freon?

Air conditioner systems have a low pressure switch that will not allow the compressor to run with low air conditioner charge, you need to get the system checked with a high and low pressure manifold gauge, if low pressures are evident you will have to start looking for a leak, you can jump the comp to test the system, if you have a sight glass on the receiver dryer, it should bubble and then clear if the charge is sufficient, this is only a gauge and not the recommended testing method.
