Do I need any special tools to replace upper control arms on a 1999 acura TL besides a ball joint press and spring tensioners? What steps should I take to accomplish this?

No other special tools required other than the ball joint removal tool. Basic mechanic tools only. Procedures are as follows:

REMOVAL & INSTALLATION

Raise and safely support the vehicle. Remove the front wheel.
Remove the cotter pin and the upper control arm-to-steering knuckle nut.
Using a suitable ball joint removal tool, separate the upper control arm from the steering knuckle.
Remove the upper control arm-to-chassis nuts, washers and the upper control arm from the vehicle.
To remove the bushings, remove the anchor bolts from the control arm and press the bushings out of the housing.

To Install

If removed, press new bushings into the housing. Install the anchor bolts and torque the nuts to 22 ft. Lbs. (30 Nm).
Installation is the reverse of the removal procedures. Tighten the upper control arm-to-chassis nuts to 47 ft. Lbs. (65 Nm) and the upper control arm ball joint-to-steering knuckle nut to 32 ft. Lbs. (42 Nm).
