My rear turn signal lights including hazard lights are not working. The front signal lights are working. The dashboard signal lights work as well. The clicking noise goes on as normal. I checked the fuse and it is good and i checked the bulbs and they are fine as well. In the rear, the outside bulbs work for turn/hazard, but the inside bulbs (the bulbs that drivers from behind see) do not turn on for signal/hazard. They do however turn on for my brakes or normal lights. Thank you for your time.

Sorry I must have misunderstood when you said the outside bulbs work for turn/hazard.
To cover everything, the outermost bulb is the marker light, followed by signal light, brake light then reverse light.
Engine compartment fuse #2 is for the tail light relay, relay is located in the same box. Fuse #5 is for the hazard switch/turn signal. Fuse #19 in the under dash fuse box is also for your hazard/turn signal, they have two lines so that if your signals fail, you can still use the hazard.
And if the factory radio has ever been removed, make sure the hazard switch next to it, wasn't left unplugged from the inside.
