1991 Acura Legend Whining noise

I've just noticed about a week ago right before it was time for me to get my oil changed. My car didn't have any oil on the stick, so the mechanic top it off with some oil, but I've notice a whining noise when I crank my car and when I'm driving I thought it was my power steering so I topped that off, but I'm still hearing this noise, what do you recommend.

i somewhat doubt that the noise and the oil are related, then could be but there might be something else. Just how low was the oil? Have you thought that possibly the noise could be another item. For instance, it could possibly be the bearings on tensioner for a belt, water pump, alternator, ac, power steering, etc.
