It appears the original poster never returned with the repair. You state that the ECU-B fuse isn't getting power? Is that using a test light to see if the circuit isn't getting power? If I can ask, does the engine run? Does the horn work? How about the headlights? Interior lights?
Asking to see if it narrows down to a single circuit or branch. ECU-B is fed through the junction box in the engine compartment. Basically it goes from the battery to the fuse link assembly and into the junction box where it goes on a solid bus in the box, through a shorting pin and to the fuses. The DRLs, and horn are on the same circuit. If they work then power is getting to the box. Then the next test would be to see if there is power going through the shorting pin. If there is power to the shorting pin, but no power at ECU-b then the issue is likely internal to the junction box. BUT there is a way to test beyond that. You would make a jumper lead out of a fuse tap type wire. connect it to battery positive and put a 10 amp fuse into it and plug it in in place of the 10 amp ECU-b fuse and see if those items come back on. If they do then the issue is internal to the junction box and a replacement box would likely repair it.
