A/C mostly blowing through floor vent very little through dash vents?

I have a broke what I believe is the mode door that is visible from the floor board on the passenger side when laying on your back looking up at the HVAC. See pic. I need to know how to replace that door with out pulling the dash.

I don't think the actuator is the problem, this is a vacuum operated system thank defaults to the position you are describing when the system losses vacuum, I would lift the hood and check the small plastic vacuum tube for the engine, to the reservoir and to the firewall, this i normally where it brakes.
