A/C pressures high with low refrigerant

My car has the front and rear A/C system. The compressor, condenser, dryer, and orifice tube have been replaced. When attempting to charge the system after evacuation and gauge purging, the system only took about half (30 oz. Of the recommended 60 oz.) Of the refrigerant and the pressure readings seem high. 95 degree ambient temperature at idle with A/C on Max; Low-65 High-260. Also, the compressor is constantly engaged and does not cycle. I believe the issue to be either a blockage somewhere, air that found its way into the system during charging, and a problem with the rear expansion valve. I would appreciate your thoughts on this situation.

Good afternoon,

This does sound like there is a blockage in the system. I would disconnect the hoses and blow through them and see where the restriction is.

If it was in the rear, it would still take more Freon.
