Blower motor still does not work?

Blower resister smells heavily burnt with accompanying smoke. The blower motor, actuator and resister have been replaced. Still doesn't work. Taken the motor out, in hand will not spin. Took the actuator out that gets power observed it spin into positions. I replaced fuse location 50 51. 23. I'm lost.

So with the blower motor out it will not spin by hand? If so, this is the problem, the blower motor should turn freely. The actuator does not affect the blower motor. I would also disconnect the blower motor speed controller and connect a test light to power so you can test the ground wire (blk/vio).
